Temporary Reduction in OSRO Requirements

The U.S. Coast Guard has authorized its Captains of the Port (COTPs) in the Gulf Coast region to temporarily exempt specific performance requirements reflected in vessel response plans (VRPs) on a case-by-case basis. This Limited Authorization, valid only through October 15, has been undertaken in recognition that the oil spill removal organizations (OSROs) in the region are actively responding to the many spills resulting from the hurricanes. The Coast Guard does not want to impede the flow of commerce, but the environment needs continued protection. Ship owners and operators that request and obtain exemptions are expected to be especially vigilant so as to avoid oil spills during this period of lessened response capability. (HK Law)
